Development of Land Use Master Plan for Macro Precinct, incorporating Airport zone, Techno Hub zone and external zones under NCM jurisdiction.

 

Final recommendations as already approved by Techno Hub project steering committee have been presented to all technical committees at host municipality, that will present and procure approval at council level.

 

  Detailed design of the projects (works packages) that make up the Techno Hub Phase 1 portfolio.  
  • Techno Hub information centre and admin buildingDetailed design (stages 3 and 4) is 75% complete and quantity surveyors, electrical engineers and mechanical engineers are completing their bills of quantities and cost plans for approval prior to finalising tender documents.
  • Airport terminal renovation and reconfiguration to CAA compliance standards: Detailed design (stages 3 and 4) is 50% complete and quantity surveyors, electrical engineers and mechanical engineers are completing their bills of quantities and cost plans for approval prior to finalising tender documents.
  • Perimeter fence: Final approval of the contract awarded pending. Final fence line recommendations 95% complete and will be issued once Master Plan has been approved by council.
  • Airport apron reconfiguration: The geometric design is yet to be initiated – anticipated to be included with the civil works packages (roads, water reticulation and internal sewer reticulation)
  • Civil works – roads: New access road proposals are being presented to local and provincial authorities for approval. In the interim detailed planning is being based of retention of the existing access road in the short term (i.e. 1-3 years)
  • Civil works – sewer: Potential connection points to existing outfall sewers have been identified and consultants are confirming the available capacity relative to short-medium term demand of the Techno Hub and reconfigured airport. Link service routes and design will be finalised once the road alignment is fixed and Newcastle municipality town planning requirements (in terms of future township establishment) is settled. Internal sewer reticulation design will follow the resolution of bulk and link service routing and design.
  • Civil works – water: Potential connection points to existing mains have been identified and consultants are confirming available capacity relative to short-medium term demand of the Techno Hub and reconfigured airport (especially in terms of fire water requirements and pressure). Link service routes and design will be finalised once road alignment is fixed and Newcastle municipality town planning requirements (in terms of future township establishment) is settled. Internal fire and potable water reticulation design will follow the resolution of bulk and link service routing and design.
  • Electrical Reticulation:
    HV – consultants are reconfirming available 11 kVA capacity in relation to short, medium and long term load projections.
    MV – existing mini-substation capacity is to be confirmed and additional requirements confirmed once load calculations are complete for Techno Hub Phase 1 and the integrated airport terminal.
  • Site works and parking: These works are integrated with the detailed designs of building structures and finalisation of road and services alignments.
 

Town Planning Processes (Newcastle Town Planning Scheme and SDF)

 

 

Pending Land Use Master Plan approval by Newcastle municipality, detailed town planning layouts will be produced in consultation with municipal technical specialists in order to including township establishment and erf subdivisions.

 

Procurement of Letters of Intent from investors, tenants and end users

 

  Mangosuthu University of Technology remains a strategic partner and provision has been made in the Precinct Master Plan for a future Tertiary Education/Training campus adjoining and linked to the Techno Hub zone.
